Execute SSIS package from non-SQL Server

I read several posts here about Executing a SSIS package from a non-SQL Server.  I'm wondering if the methods suggested here are still the best options, or is there something better available?

To briefly explain my issue, we have an automation process that happens in Cognos.  The last step of this process uses a VBS script to kick off a DTS package on a different server.  I've migrated the DTS packages to SSIS and am wondering what is the best method for calling the SSIS package.  It will be called from another server, that doesn't have SQL.  If needed, I might be able to install SSIS as we have a license.  But only if that makes my life easier.  Please advise, and thanks in advance.
