Where do 2012 project deployment mode packages execute?

We are thinking about upgrading to SQL 2012 as the project deployment mode looks to be very useful.

However we have a constraint that application code (i.e. SSIS packages) must execute on an app server and not the database server. This is primarily because we have some custom code which is not allowed on the database server (corp policy).

The old way was fine since the packages executed wherever dtexec was called but this article (http://blogs.msdn.com/b/mattm/archive/2011/07/24/using-dtexec-with-packages-on-the-is-server.aspx) says "The execution of SSIS server packages occurs on the server." which seems to indicate that no matter where you call dtexec from the packages will always run on the database server.

Am I correct? Does Project Deployment Mode force server side execution?
