Can't create new packages in 2008 R2 (Library not registered)

Hi all

Been using SSIS fine for a few weeks. Worked on other projects for a few weeks. Went back to SSIS and cannot create packages. IF I try to create a new SSIS project I get

The error number is 0x8002801D "Library Not Registered"

If I try to add a package to a solution I get:

I've tried registering 32-bit and 64 bit versions of msxml3.dll  and msxml6.dll and reinstalled msxml6 as described here (and many other places)http://support.microsoft.com/kb/2416767

No luck

Other than install a fresh copy of windows (3 days work to get back to a workin system with all apps), I'm stuck

Anyone managed to resolve this?

I'm runnign 2008r2 dev edition on W7 x64. I tried repairing SQL install
