The SQL Server instance specified in SSIS service configuration is not present or is not available.

I'm trying to expand the MSDB folder under Stored Packages in my Integration Services but I'm getting the following error:

The SQL Server instance specified in SSIS service configuration is not present or is not available. This might occur when there is no default instance of SQL Server on the computer. For more information, see the topic "Configuring the Integration Services Service" in SQL Server 2008 R2 Books Online.

Login failed for user 'ServerName\UserName'. (MsDtsSrvr)

Now the following is what I've already tried to do (note that I have only one SQL Server instance installed on that machineand it is NOT a named instance):

Under C:\Program Files\Microsoft SQL Server\100\DTS\Binn and in MsDtsSrvr.ini.xml file I have change the <ServerName> tag to contain the server name, I tried the IP address, and I tried with ".", and every time I was restarting the SSIS service, but always the same error. Again the SQL Server 2008R2 is the default and the only instance that I have on that machine.
