Can SSIS Package Be Created in SQL Server 2017 Management Studio

I am migrating a very old .Net Web application from SQL Server 2005/Visual Studio 2005 to SQL Server 2017/Visual Studio 2010.

I need to create a new SSIS Package to be able to import data from .csv files into the SQL Server database.

The old application used an SSIS Packaage created either in VS 2005 or SQL Server Mgt Studio 2005.

Can I create the new SSIS Package using SQL Server 2017 Management Studio, or will I have to use VS 2010 to create the package?

Currently, BIDS is not installed in SQL Server 2017. It is also not available in VS 2010.

I would rather do this in SQL Server, but if I have to use VS 2010, can I still install the BIDs project template?
