Execute SSIS packages remotely

Hi

How to run SSIS package stored in MSDB or file system using ADO command or using a program remotely. If ssis package is not scheduled as a job as I have some security issues with scheduling SSIS packages in SQL Server Agent. I was looking at the article below but it calls a web service and then that is called in a console application is there a way of doing it in one go?
