How to deley execute package ?

Hi, 

here is a project has two packages.

1. download files from ftp to local.

2. archive files.

there is a step between 1 and 2.  It has to do something with the files just downloaded. 

so, if 1 package finish, wait one hour, then execute package 2. 

any body have any clues ?
