Test connection failed because of an error in initializing provider. Unrecognized database format (Access mdb) Jet 4.0 OLE DB Provider

Hi guys 

I have google'd this but the information is sparse 

I have a access mdb file (access 2007 -2020)

I simply added in  New OLE DB connection 

selecting Native OLE DB\Microsoft Jet 4.0 OLE DB Provider

Pressed Test Connection 

And i get this error

Test connection failed because of an error in initializing provider. Unrecognized database format 'C:\SYSDATA.mdb'.

This should just work but I'm not sure what's happening is this to do with the connection Jet.40. ?

any ideas ??
