SQL Server 2012 Evauation and SSIS

Every time I try to create a new project in SSIS, using SQL Data Tools, I consistently get an error that says "Microsoft Visual Studio is unable to load this document. To design Integration Services packages in SQL Data Tools (SSDT), SSDT has to be installed by one of the three editions of SQL Server 2012 Standard, Enterprise, Developer or Evaluation. To install SSDT, run SQL Server Setup and select SQL Server Data Tools."

I have done exactly that many times and I still get same error.

I have also run the Dcom configuration tool (Dcomcnfg.exe) and assigned full control to the user but it did not help.

At this point I am left to believe that it is not possible to create new SSIS project in the evaluation edition of SQL Server 2012. I hate to believe this; so could some please tell me what I am doing wrong or what else should be installed to make this work. I know BIDS is another option I could use to run SSIS but I have not able to get a free a free download to go with my evaluation copy of SQL Sever 2012.

Any advice would be appreciated.
