"Cannot acquire a managed connection from the run-time connection manager" when trying odata connection to https://data.medicare.gov/OData.svc/

Running SSDT 2017 and trying to pull odata V2 from https://data.medicare.gov/OData.svc/ using

Tried:

• Running as 32-bit
• Reinstalling the driver
• Using unsecured connection (http). This worked 6 months ago but no longer work now 
• Updating machine.config
• V4

Any suggestions?
